Missile Technology Control Regime
The MTCR Chair gave a presentation on the MTCR, its structure, origins, goals, membership and recent developments. In this context, he emphasized that the MTCR does not hinder legitimate trade, but that its Guidelines strike a balance between economic and security interests of all MTCR Partners. He also highlighted the political relevance of the MTCR in the absence of an international treaty related to missiles. The TEM Chair, LEEM Co-Chair and UK representative also gave presentations.
The Singaporean Delegation updated the MTCR on Singapore’s export control regime, including an overview over the legislative framework of Singapore’s strategic goods control system. Singapore highlighted that it had concluded the introduction of the legislative framework of its export control system. Also, the Singaporean Delegation affirmed the relevance of export controls and emphasized that it had an interest in a safe environment as a city-state which is closely interlinked with the global economy.
After the delegation meeting, the MTCR Chair paid a courtesy call on Ms. Foo Chi Hsia, Deputy Secretary for Southeast Asia and ASEAN in the Ministry of Foreign Affairs. In the afternoon, the MTCR Delegation was invited to a site visit at the Tuas Export Inspection Station (TEIS) which is the newest station in the country. Delegates were given a presentation on the role of Singapore Customs and the processes at TEIS. The site visit concluded with a tour of the TEIS Command Centre.
