Plenary Meeting of the Missile Technology

A meeting of countries belonging to the Missile Technology Control Regime
(MTCR) was held in Tokyo from March 18 to 20. Attending were officials
from MTCR participating countries: Australia, Austria, Belgium, Canada,
Denmark, France, Germany, Italy, Japan, the Netherlands, New Zealand,
Norway, Spain, the United Kingdom and the United States of America.
Modifications to the Equipment and Technology Annex to the MTCR Guidelines
were adopted. It was decided to continue to work with a view to issuing
a revision of the Annex before the end of the year.
There was discussion of the growing problems posed by the proliferation
of missiles, as well as the related technology. There was a common feeling
among the participants that, in the view of this situation, there was
a need to further strengthen the controls on transfer of missile technology.
The MTCR partners reiterated their call to all states in the interest
of international peace and stability to adopt the Missile Technology Guidelines.
The partners agreed to hold their next meeting in Washington in the autumn
of this year.
